the minutes were accepted into record.

A. The Treasurer's Report was presented by Randy George. Upon motion duly
made by Jay Blanchard, seconded by Rick Shomion, and carried, the Treasurer's
Report was accepted into record.
V. Legislative Update by Dane Alsabrook, Ennis Paint/IPS
A. Safety Funds in New Highway Bill
1. Safe Route to School Funding
2. Hazard Elimination Funding
3. High Risk Rural Road Funding
4. State Comprehensive Highway Safety Program (CHSP)
B. Discussed the status of CHSP in each state and if the 2007 results deadline
was achievable since programs need to be disseminated to counties and cities.

VII. Minnesota ATSSA Training Subcommittee
A. MN TCS Training Course, with Certification
1. Three Parts
a. ATSSA TCS-Tech, specialized for MN, MN Manual Course
b. Field Manual
c. Traffic Control Observation
2. Grandfathering in current certified TCS under consideration and looking
positive.
3. One course per year held each winter.
4. Re-write field manual for 2007 implementation.
VIII. Northland Chapter Poster Contest
A. Upon motion duly made by Rick Shomion, $2,200 for prizes and give-away for
Northland Chapter Poster Contest ($1,200 cash prize for 1st, 2nd & 3rd place
to kids and school; $1,000 for promotional give-away to kids), seconded by Jay
Blanchard, and carried, the motion was accepted into record.
IX. Chapter By-Law Updates - Ken Russell, 3D Specialties
A. Upon motion made by Ken Russell to accept the new proposed Chapter By-Laws
recommended by National ATSSA, seconded by Rick Shomion, and carried, the
motion was accepted into record.
X. How-To Update - Judd Roby, SignCAD Systems
A. Homeland Security topic for 2007 How-To discussed.
B. Add MN CHSP presentation for 2006.
XI. Scholarship Fund - John Jackels
A. If Anyone for the NC area nominated to foundation for scholarship and qualify
we want to be notified as a Chapter to review and possibly add additional money
to the scholarship. Jon Jackels to write a letter to Tim Cox with this request.
B. Discussed way to get the word out on the National ATSSA Scholarship for the
children or spouse of a highway construction worker killed in a work zone.
XII. Chapter website Ideas - Jon Jackels, MN/DOT
A. Handout on proposed NC website modifications
B. Lisa Kenney will take proposed changes back to Karen Lowe and Lisa Wetzel,
National ATSSA for review and response.
XIII. Other Business
A. Strategic plan for spending - draft budget plan for March meeting. Randy George
and Jon Jackels to draft.
B. Involvement with other associations and organizations. Social events, etc. use
AGC Publication to promote How-To and other promotions.
